Human Resources is a key and it is a competitive advantage to an organization. As per the study conducted in Kosovo, most of the organizations they do not possess a standard strategy to develop human resources. As well as, in most of the organizations they have human resource departments but they only do administrative works (Albana and Enver, 2015).
